Leads and manages the Legal Department of the Legal Affairs Division. The Legal Department includes the Labor, Employment and Administrative Law; the Contracts, Real Estate and Administrative Law; Litigation; and Claims Sections, as well as support staff, of the Legal Department.
- Manages the overall provision of legal services for the Authority, including directing and monitoring outside legal counsel efforts, claims settlements, transactions and union interactions.
- Provides legal advice to GCRTA management, the Board of Trustees and other stakeholders within GCRTA.
- Prepares legal opinions for management and the Board of Trustees.
- Coordinates activities with other sections of the Legal Affairs Division as needed.
- Monitors federal, state, and local legislation affecting GCRTA.
- Serves as counsel on selected litigation matters.
- Responsible for training, coaching, and mentoring department staff, and conducting performance evaluations and assessments.
- Performs other duties as directed by the General Counsel, Deputy General Manager for Legal Affairs.
The Deputy General Counsel, Director of Legal Department, will be responsible for promoting the handling all legal matters thoroughly, professionally, efficiently and in a timely manner. Written work products must be of the highest quality. May be assigned to serve on Authority committees and review panels.
Applicants must have a Juris Doctor degree and a license to practice law in the State of Ohio. Applicant must also be in good standing with the Ohio Supreme Court. Applicants must have at least (10) years of relevant legal experience as a practicing attorney in areas including but not limited to, administrative law, civil litigation, labor and employment, contracts, and real estate. Five (5) years of experience managing and supervising staff in diverse legal functions is required, including setting and monitoring achievement of business goals, preparing policies and procedures, developing strategic plans, etc. Applicants must also have strong writing, research and oral communication skills with experience using Microsoft Office applications, Outlook or similar email communication, and the internet. Applicants must also have intermediate knowledge of and skill in using Westlaw and/or Lexis software.
Supervises and manages the operation of the Labor, Employment and Administrative Law Section of the Legal Affairs Division. The Labor, Employment and Administrative Law Section is responsible for:
- Representing the Authority’s interests in labor arbitrations and in matters before state and federal administrative agencies. Some litigation work in court may be required.
- Providing legal assistance to Human Resources and various departments on labor and employment matters.
- Drafting, reviewing and updating personnel policies and procedures.
- Serving as a resource for and providing legal assistance to the Authority’s Office of Equal Opportunity.
- Providing legal support, as well as advice and counsel, to various departments within the Authority and to the Board of Trustees.
- Drafting and reviewing Board resolutions.
- Handling public records requests and subpoenas.
- Conducting legal research and preparing legal opinions on public sector legal issues, including but not limited to, public transit and statutory compliance with federal, state and local laws.
- Conferring with state and federal agencies for guidance and monitoring federal, state and local legislation affecting GCRTA
- Performing other duties of a similar nature as may be required.
The Senior Counsel will be responsible for promoting the handling all legal matters thoroughly, professionally, efficiently and in a timely manner. Written work products must be of the highest quality. May be assigned to serve on Authority committees and review panels.
Applicants must have a Juris Doctor (J.D.) degree and a license to practice law in the State of Ohio. Applicants must also be in good standing with the Ohio Supreme Court. A minimum of eight (8) years of relevant legal experience is required. At least three (3) years professional supervisory experience preferred (including conducting performance reviews), either through professional work environment or through completion of supervisory training/education. Applicants must also have strong writing, research and oral communication skills, with experience using Microsoft Office applications, Outlook, Groupwise or similar email communication, and the internet. Applicants must also have intermediate knowledge of and skill in using Westlaw and/or Lexis software.

- Operate any type of revenue vehicle for any regular, scheduled route or special service routes while observing route times, safety rules and regulations, and State and municipal traffic laws.
- Provides exceptional customer service by responding to customer inquiries and assisting customers with various routing information.
- Operates the fare collection equipment for customers boarding and exiting the revenue vehicle.
- Calls stops to ensure customers are aware of stops along route.
- Administers GCRTA policy and procedures in special circumstances (e.g., service interruption, emergencies, etc.).
- Performs other duties of a similar nature as may be required.

- Performs outreach services to individuals experiencing mental health and/or housing insecurity issues by providing linkages to services provided by local organizations.
- Makes mental health assessments and provides crisis counseling to the homeless community and individuals experiencing mental health related issues within the RTA system.
- Provides short-term case management services as appropriate and makes direct referrals to other community services.
- Serves as a liaison between the Police Department and public and private community-based organizations that provide mental health, crisis intervention, and homeless and supportive housing services.
- Engage and establish relationships with the unsheltered community to provide supportive services in collaboration with behavioral health and social services organizations; advocates and collaborates with service providers to facilitate access to care with the goal of stabilization.
- Works with management to perform outreach within the community and participate in community-violence reduction efforts including informational presentations
- Assists in medical emergencies on GCRTA property by gathering information, providing logistical support, and/or providing first-aid as appropriate; summons medical response as necessary.
- Participates in and successfully completes all required training, such as conflict resolution, security awareness, etc.
- Provides various routine assistance to GCRTA personnel; gathers, maintains and retrieves records as directed; fills out forms and writes basic reports; enters data into appropriate computer database or application.
- Associate degree in Psychology, Sociology, Social Work or related field from an accredited college or university.
- Two (2) years of (full-time equivalent) professional verifiable experience in social work or related experience.
- Two (2) years of (full-time equivalent) community service or similar experience which involved interacting and engaging with people from a variety of backgrounds.
- Experience in homeless advocate programs, behavioral health support programs, or interacting and engaging with the homeless community and/or individuals experiencing complex mental health issues preferred.
- Additional experience as outlined above may be substituted for the education on a year-for-year basis.
This position operates within the Transit Police Department.
- Rides GCRTA trains on specified lines at designated times to monitor activities.
- Punctually attends daily briefing meetings to receive assignments.
- Interacts/engages with GCRTA personnel, the public, and others to establish an official presence and deter disruptive behavior from occurring within the GCRTA system.
- Assists in medical emergencies on GCRTA property by gathering information, providing logistical support, and/or providing first aid as appropriate; summons medical response when needed.
- Provides various routine assistance to GCRTA personnel; fills out forms and writes basic reports; enters data into appropriate computer database or application.
- Assists passengers with fare system issues and address any questions to help ensure payments are collected by conducting fare inspections; helps any passengers that are having difficulties using the fare system and addresses any related complaints or questions.
- Assists passengers with transfers; helps guide customers to access alternate bus or train services during regular service as well as in the event of a service disruption.
- Answers passenger inquiries and always maintains a courteous and friendly demeanor.
- Maintains an expert knowledge of the bus and light rail system to answer all customer inquiries and provides directions when asked.
- Maintains vigilant watch at rail stations and transit centers and helps maintain a safe and clean environment for passengers. Occasionally removes and disposes of litter on trains to help maintain clean environment.
- Handles customer compliments, criticisms, and complaints equally with a calm and pleasant demeanor; attempts to address customer's issues but recognizes when issues need to be elevated to the next level of authority.
- Ensures a commitment to safety through consistent and professional behaviors in performance of all job functions.
- Prepares written reports on incidents and provides to supervisor in a timely manner; documents other activities as specified by supervisor.

This position operates within the Transit Police Department.
- Patrols assigned areas with purpose to prevent disorder, criminal activity and terrorism.
- Protects RTA passengers and employees within the RTA designated area and municipal area of concurrent jurisdiction.
- Maintains peace and order on the rail, buses, stations, platforms, and any other property of RTA or areas of concurrent jurisdiction.
- Prepares reports and maintains associated responsibilities concerning reported information. Performs patrol duties specific to assignment (e.g., bus, radio patrol car, plainclothes, train and station, derailment, etc.).
- Applicant must have a high school diploma or its GED equivalent.
- Applicants must be at least 21 years of age at time of appointment and must have a valid Ohio Driver's License.
- Applicants must not have more than two (2) points on their driver’s license in the past three (3) years or any convictions for which time could have been served.
- Applicants must be able to obtain passing scores on a content valid written test battery, physical abilities test and oral communication exercise.
- Applicants must achieve a satisfactory evaluation on a psychological assessment, medical examination (including drug and alcohol screening) and must meet the criteria established for a background check.
- Applicant must attain qualifications through training leading to certifications to use systems such as Cuyahoga Regional Information System (CRIS), the Law Enforcement Automated Data System (LEADS), and such certifications that might be required by government regulatory agencies such as the U.S. Department of Homeland Security and the Ohio Department of Transportation.

Ohio Peace Officer Training Academy (OPOTA) - Basic Police Training certification, preferred.
Works under the technical direction of a Grade 5 Equipment Maintainer in the repair of electrical and mechanical rail equipment; will perform one or more of the following functions:
- conduct rail inspections,
- diagnose and repair electrical rail equipment,
- replace rail trucks,
- repair other mechanical rail equipment,
- rebuild rail equipment parts,
- repair body damage on rail cars,
- inspect and repair air conditioning and heating systems;
the incumbent in this position can be assigned to any of these duties according to need, and can be reassigned to a different functional area and/or shift at any time. This position will promote a safe and secure atmosphere, follow all safety and security rules and perform other related duties as assigned.
Applicants must have successfully completed technical courses covering mechanical and/or electrical principles and practices taken at the high school or post-high school level, or must have at least two (2) years experience in vehicle or heavy equipment maintenance and repair. Applicants must have a valid Ohio driver license with four (4) points or less in the last three (3) years. Bilingual abilities are a plus.
- Responsible for all repairs of service vehicles, non-revenue vehicles and associated equipment.
- Performs one or more of these functions: Engine Diagnosis, Engine Replacement, Engine and Small Parts Rebuilding, Transmission Replacement, Differential Replacement and/or Rebuild, Brake, Front End, Suspension/Steering Work, Transmission Rebuilding, General Maintenance.
- This position can be assigned to any of these duties according to need and can be reassigned to a different functional area at any time.
- Performs other duties of a similar nature as may be required.
- Must be able to work independently.
- A high school diploma or G.E.D. equivalent is required.
- Completion of a high school or post-high school Automotive/Diesel Technology or related program (as evidenced by diploma, degree, certificate, etc.) is also required.
- One year of verifiable experience in an automotive or truck shop maintaining and repairing vehicle systems (e.g., engines, transmissions, brakes, and steering and suspension) may substitute for completion of an Automotive/Diesel Technology program.
- A valid STATE OF OHIO COMMERCIAL DRIVERS LICENSE (CDL) Class “A” or “B” with Passenger and Airbrake endorsements OR A TEMPORARY CDL, Class “A” or “B" with Passenger and Airbrake endorsements is required, along with A GOOD DRIVING RECORD with no more than FOUR (4) POINTS in the past three years.
- Candidates must successfully pass a written test, a performance test, and an interview. Candidates must score a minimum 70% or higher on both the written and performance tests, and must attain a minimum of 60% on the interview portion, to move forward in the process.
Performs general labor duties for one or more departments throughout the Greater Cleveland Regional Transit Authority. Depending on the assigned department, performs some or all of the following:
- cleans and disinfects all assigned buses;
- seasonal maintenance, such as snow removal and cutting branches, weeds, etc.;
- digs for cables and signal equipment;
- assists in maintaining a variety of equipment;
- maintains, renews, and repairs all rail tracks, including lubricating rails;
- performs weekly inspection of all rail tracks;
- serves as Flagperson;
- completes these tasks in emergency situations;
- performs seasonal maintenance duties on tracks;
- utilizes hand tools and operates heavy equipment;
- records all activities into a written log;
- provides excellent customer service to the public and performs other duties of a similar nature as may be required.
- Applicants must have a valid Ohio Driver’s License.
- Applicants must have a GOOD DRIVING RECORD with no more than FOUR (4) POINTS, in the past three years.
- Ability to move up to 50 lbs. regularly.
